RFQ for Consulting Services for energy Security Planning Support

Description of Proposal

The primary project objective is to develop a strategic energy plan tailored for the TULALIP TRIBES. This Plan will strive to build a cohesive strategy addressing opportunities for clean energy resources for the Tulalip Community and act as a roadmap to reach a desired vision for energy security and sustainability.

The Tulalip Energy Plan will provide:

  • A framework for planning energy management efforts
  • Benchmark targets for assessing management progress and outcomes
  • Context necessary for understanding the role of specific management decisions or actions

The Tulalip Energy Plan will help direct the community toward a sustainable and secure energy future. This work will build upon previously developed energy plans and policies, identify outdated energy policies that may need to be rescinded or updated, utilize current local and industry information, and incorporate Tribal resource management approaches and cultural considerations.

The selected contractor will facilitate input from the broader Tulalip community (members, reservation residents, government, and local economic sectors). Current energy needs for this defined community will be used to determine “baseline” energy. Future energy needs and resources of the Tulalip community will also be projected for specific time increments identified by the contractor that align with Tulalip policies, plans and interests.

We anticipate the scope of work awarded under this agreement will be on a time and materials basis, not exceeding $50,000 over a contract period from September 15, 2024, to May 31, 2025.

The project is located on the Tulalip Indian Reservation.
